Subject: Thank you to Norway for Its leadership and early commitment to the Global Fund’s 8th Replenishment

The Developing Country NGO (DCNGO) Delegation to the Board of the Global Fund to Fight AIDS, tuberculosis and malaria (Global Fund) warmly welcomes Norway’s recent pledge of NOK 2 billion to the Global Fund for the 8thReplenishment, announced by Minister of International Development Åsmund Grøver Aukrust at Gavi’s Investment Opportunity launch and re-affirmed at the Fourth International Conference on Financing for Development in Sevilla.

We extend our deep appreciation to Norway for its long-standing commitment to global health and its steadfast support to the Global Fund. This early pledge sends a powerful message to the international community, and we commend Norway’s leadership as the first public donor to step forward with a commitment for the 8th Replenishment. At a time when the global response to HIV, tuberculosis, and malaria—and broader efforts to strengthen health systems and advance human rights and inequalities—face unprecedented pressures, this kind of bold leadership is both timely and critical.

Norway’s continued investment affirms its role as a global health champion and a staunch advocate for human rights, gender equality, and the rights of the most marginalized. As the 11th largest public donor to the Global Fund and the most generous on a per capita basis, Norway has consistently played a vital role in sustaining progress across the three diseases. In addition to its core contributions, Norway provided significant support during the COVID-19 pandemic, with contributions of NOK 285.2 million in 2020 and NOK 440 million in 2021 to the Global Fund’s COVID-19 Response Mechanism (C19RM).

We hope this strong show of leadership will inspire other partners—especially among the Nordic countries—to follow suit. The Global Fund’s success depends on sustained political and financial commitment from all stakeholders, and early pledges like Norway’s are instrumental in building the momentum needed to close the funding gap.

The DCNGO Delegation remains committed to working alongside all partners to ensure that the Global Fund continues to deliver on its mission to end AIDS, tuberculosis and malaria, and to build resilient, inclusive, and rights-based health systems.

We thank Norway again for its vision, its solidarity, and its unwavering support.
