Independent Global Fund Bodies
There are several structures that work with the Global Fund and maintain a certain level of independence. These are important and we highlight them for you.
Office of the Inspector General
The Office of the Inspector General (OIG) safeguards the assets, investments, reputation and sustainability of the Global Fund. Through audits, investigations and consultancy work, the Office promotes good practice, reduces risk and reports on abuse. The OIG reports directly to the Board via the Audit and Finance Committee.
There are five objectives for the OIG’s communications:
- To ensure the right people know about the risks facing Global Fund-supported programs
- To foster a culture of full transparency and accountability
- To engage with key stakeholders and put in place necessary safeguards
- To ensure its core products have maximum impact
- To establish the best channels of communications for both publishing findings and encouraging whistle-blowers to speak out – learn more about this here.

Technical Review Panel
The Technical Review Panel (TRP) is an independent body of experts in HIV, Tuberculosis, malaria, human rights and gender, health systems and sustainable financing, which evaluates the technical merit of all funding requests. In accordance with the Global Fund Strategy and any subsequent guidance from the Board, the TRP is responsible for assessing the strategic focus, technical soundness, potential for impact of funding requests, and the extent to which programs are poised for sustainability. The TRP also reports on the lessons learned from funding request reviews for applicants, technical partners, the Secretariat and the Board. TRP members serve in their own capacities and do not represent any entity. They serve for a maximum of four years from the date of their first in-person review.
The TRP often shares reports from the funding requests it reviews in the various windows. These are important to review as they give essential insight and can also support civil society advocacy.
The TRP is led by a Chair, who is also an ex-officio member of the Strategy Committee of the Global Fund Board. The Chair is supported by two Vice-Chairs.
The TRP releases reports and observations on the funding requests submitted to the Global Fund, identifying key trends, lessons learned, and recommendations for each of the diseases, for resilient and sustainable systems for health, for human rights and gender, and for strategic investments and sustainable finance – to access the reports click here.
Evaluation and Learning Office and the Independent Evaluation Panel
The Global Fund has established a new independent evaluation and learning function to ensure that evaluations are relevant, timely and of high quality, providing findings and recommendations that drive the Global Fund closer to achieving our goal to end AIDS, TB and malaria.
The evaluation and learning function is a shared responsibility between Global Fund governance bodies and the Global Fund Secretariat. Independent evaluation is delivered by two structures:
- A new Evaluation and Learning Office (ELO) established in the Office of the Executive Director, and
- An Independent Evaluation Panel (IEP). The IEP is an advisory and oversight panel that is independent from the Secretariat and accountable to the Global Fund Board. These two entities replaced the Technical Evaluation Reference Group (TERG).
