Allan Maleche, human rights lawyer and founding Executive Director of KELIN (Kenya Legal and Ethical Issues Network on HIV and AIDS) is now Board Member (BM) of The Global Fund to Fight AIDS, Tuberculosis & Malaria.
Dr. Edona Deva, a physician, public health specialist and manager of the Community Development Fund (Kosovo), is now Alternate Board Member (ABM). Deva and Maleche were unanimously endorsed to serve, following the end of terms of Hristijan Jankuloski as Board Member and Maleche himself as Board Alternate.
Both members will serve a joint term of two years, within the Delegation of Developing Country NGOs.
“As a leader in the Global Funding Landscape, we must be brave in confronting the challenges which pose a great risk to the programmes and communities we serve and which pose a risk to the already limited funds we have. Barriers to absorption capacity and breeches of human rights are a few of the issues we hope to influence the Board to rally around,” Maleche said.
Maleche has championed the Global Fund replenishment process in his homeland of Kenya and globally. Across Eastern and Southern Africa, he has developed regional HIV and AIDS policies. In Kenya, he has used the legal framework to safeguard the rights of communities affected by HIV & TB.
Dr. Deva began her experience with the non-governmental sector in 2003, when she assisted in capacity building of local NGOs working in HIV prevention among key populations. The former practicing physician, played a key role in the initiation of treatment and care services for people living with HIV (PLHIV) in Kosovo and has influenced national responses through Eastern Europe.
“The Fund faces a challenging health financing landscape. Sustainability of our work is also at risk due to poor transitioning. I hope to help serve the Delegation in ensuring that CSOs are recognized as a relevant piece of the response, and that we as a Board remain responsive to their needs,” Deva shared.
Her efforts to set up a local NGO to work with people affected by the disease resulted in the establishment of Kosovo Association of People Living with HIV and AIDS, and of the first community center for PLHIV Care in the country. Deva, has successfully advocated for the establishment of harm reduction programs for persons who inject drug (PWID) and is a great supporter of LGBT community in Kosovo. She is a member of Kosovo AIDS Committee and National Anti-Drug Commission.
Maleche, a two-time survivor of malaria, is a champion for the fight to reduce and eliminate malaria. He is a former fellow at the FXB Center for Health and Human rights at the Harvard T.H. Chan School of Public Health. A sought-after lawyer and global health speaker, Maleche was named Kenya's Pro Bono Lawyer of the Year by Amnesty International Kenya 2016. That same year, he was listed in the Top 40 under 40 men in Kenya's Business Daily. Maleche Chairs the Group of ten voting Implementing Constituencies of The Board.
Maleche and Deva, representing, Developing Country NGOs, have one voting seat on the Board.
